When a topic does not have replies for a long time, it moves to the next page and requests may be overlooked or even forgotten.
Topics are sorted by activity, the ones with the newest replies are the first to be displayed. Based on this property, people sometimes bring their older requests to attention again by posting a *bump* reply in it, suggesting someone who bumps an object up.

"Bump" is the term used when people move an old topic to the front page.
They are "bumping" it to the top.
